                                                                                    Board Meeting Minutes
                                                                                    November 6, 2010


                                                                                    Present: Sheldon Wettack, Al Lyon, Mary Kay Baker, Pat Woods, Steve McKown, John Blair, Joe Milauckus, Arlene Philp, Dennis Dreyer, Jay Hernly
                                                                                    Excused: Mike Flynn, Vince Beckman

                                                                                    Sheldon called the meeting to order at 9:24 a.m. and thanked Dennis Dreyer for hosting the meeting.
                                                                                    The minutes from June 5, 2010 were approved as distributed.

                                                                                    Treasurer’s Report.
                                                                                    Arlene presented the Treasurer’s report which was approved unanimously. It was determined that going forward the treasurer will prepare an Annual Report based on the calendar year and then Monthly Reports will be shared at the Board meetings. Only the Monthly (July) Report will be shared at the Annual Meeting. The details on the Summer Social will not be included in the Treasurer’s Report – just the final profit or loss amount.

                                                                                    Nominating Committee Report and Election of Officers
                                                                                    Joe, Steve and Jay presented the slate of officers. President – Sheldon Wettack, Vice President – Dennis Dreyer, Treasurer – Arlene Philp and Secretary – Mary Kay Baker. The slate was approved unanimously as nominated.

                                                                                    Old Business
                                                                                    Website. Jay Hernly. Email any suggestions or changes to Jay.
                                                                                    • Jay needs a backup therefore he will train Dennis on making website changes.
                                                                                    • It was determined that we need to do something to involve the next, younger generation in the DLSA. Jay and Mary Kay will work on a letter to the membership asking about getting their younger family members involved.

                                                                                    Membership Survey
                                                                                    Rentals Committee. Al, Dennis & Arlene. Draft a survey that will be expanded to include questions regarding:
                                                                                    • if rental issues are a concern for the members
                                                                                    • overall satisfaction with the DLSA
                                                                                    • items they would like to read about in the newsletter
                                                                                    • the Annual Meeting i/e should one be held?, Where? When?

                                                                                    New Business
                                                                                    Mailing lists (snail and email). Al Lyon. We have emails for most members. Mary Kay, Jay and Al will be able to print labels for members that need mailings.
                                                                                    Summer Social and Annual Meeting review. The attendance was just about the same by holding the Annual Meeting at night. We do need to have an annual meeting per our Bylaws.
                                                                                    Lake Michigan POWER Coalition. Sheldon. There has been a request from the POWER organization for the DLSA and the Lake Michigan Shore Association to sponsor an informational meeting in the area concerning wind turbines for Lake Michigan. POWER stands for Protect Our Water, Economy, and Resources. POWER is committed to protecting Lake Michigan. Dennis and Joe will work on coordinating this meeting with Frank Alfieri.

                                                                                    2011 Newsletter Committee.
                                                                                    Al Lyon will chair this committee which will include John Blair. Jay, Mary Kay and Pat will help assemble and mail. We will need contributions for the newsletter and will ask for these in January. The goal is to have it out on March 1st.

                                                                                    Saugatuck Dunes Coastal Alliance. Sheldon.
                                                                                    • McClendon’s lawsuit with the Township is continuing as they have filed a motion to amend their complaint.
                                                                                    • The Township is defending the lawsuit with insurance but it will only cover $100,000 of the expected $400,000 cost.

                                                                                    Saugatuck Township Planning Commission: Joe
                                                                                    • The Commission has amended the R4 dock provisions. When R4 was passed, the language prevented any boat docks.
                                                                                    • The Commission has drafted a wind power ordinance. Holland Board of Public Works is considering supplementing their power with wind power. This will go across several townships. Holland is asking the Township to expand and be a little more liberal. The new ordinance is looking at 500 foot height – for large wind power turbines that will only be allowed in the A1 District (east of Blue Star and south of the river). This will require a very large parcel of land – 40 acres or more. They will have another hearing on this in January 2011.
                                                                                    • A home mounted, individual use wind turbine that is 50 or 65 feet would be allowed in any district.
                                                                                    • Joe succeeded in getting the Planning Commission to adopt a resolution to encourage the Township Board to utilize the Planning commission to review any proposals to settle the McClendon lawsuit that include zoning changes or PUD approvals. The Planning Commission was involved in the R4 to begin with. If the Township was to agreed to a PUD it would be involving the governmental entity that doesn’t deal with these. In the Township PUD’s are to be decided by the Planning Commission.

                                                                                    Saugatuck Harbor Committee. Joe
                                                                                    • Working on finding money to dredge the harbor.
                                                                                    • Moving towards forming a Port Authority or a Harbor Commission.
                                                                                    • RJ Peterson is offering to sell his marina to the City of the Village of Douglas. If sold, the marina would transition from a private to public marina.

                                                                                    International Upper Great Lakes Study. Joe
                                                                                    • The Study was in its 2nd Phase and looking at the Lake Superior regulation plan.
                                                                                    • The group went back to Phase One to study the impacts on the basic five interests in the great lakes – shore property, boating, etc. and determining the impact if the lake levels were increased by 4, 10, 16 and 20 inches.
                                                                                    • The Study is now back to researching and answering these scenarios. There is concern about what will happen when we we have naturally high water levels.
                                                                                    • The DLSA may be asked to write a letter asking them not to raise the levels.
                                                                                    The next meeting will be held either January 8 or 15, 2011. Sheldon will send around an email to select a date.
