Board Meeting Minutes
January 8, 2011



The Board of Directors of the Douglas Lakeshore Association (DLSA) held a meeting on January 8, 2011 at the Lakeshore Resort, 2885 Lakeshore Drive. The meeting was called to order at approximately 9:20 A.M. by President Sheldon Wettack. Board Members present were Sheldon Wettack, Steve McKown, Joe Milauckas, Jay Hernly, Dennis Dreyer, Pat Woods, John Blair, and Arlene Philp . Members absent: Vince Beckman, Al Lyon, Pat Woods, Mike Flynn, and Mary Kay Baker.
The agenda items were reviewed.
The minutes of the November 6, 2010 board meeting were unanimously approved as submitted.
TREASURER’S REPORT: Arlene Philp distributed a report showing transactions from 12/31/2010 through January 8, 2011. There was an opening balance of $4,530.29. On January 4, 2011 Jay Hernly was reimbursed for website expenses in the amount of $36.48, leaving a balance on that date of $4,493.81. The Treasurer’s report was unanimously approved as submitted.
After discussion in response to the Treasurer’s questions, Board Members present agreed that the annual report for DLSA should be based on December 31st of each year, since the fiscal year for DLSA is the calendar year. The report should also be updated in July for the annual meeting of DLSA members which will be held in August, but a final report of the Summer Social income and expenses would not be required by the time of the annual meeting in August.
OLD BUSINESS:
A. Website: No new information. E-mail addresses for members appear to be fairly current, but everyone is encouraged to update their e-mail address through the website.
B. Membership Survey Rentals Committee. No update.
C. POWER Request – Dennis Dreyer brought the Board up to date on the hearing scheduled for the Saugatuck Township Planning Commission on January 24th regarding wind turbine regulations. There are new legislative proposals concerning wind turbine regulations and significant uncertainty about what approach the new administration will take in Lansing concerning wind power, especially concerning wind turbines that might be placed in Lake Michigan.
NEW BUSINESS:
A. Possible 2011 Newsletter Topics. The Board discussed possible topics for the newsletter including wind turbine regulations, consolidation of governmental units, updating members regarding the status of the McClendon property lawsuits, township master plan, updating the memo found on the DLSA website concerning taxable value and state equalized value of real estate, the Presbyterian Camp situation, fireworks, and traffic safety issues concerning hikers/walkers and bicyclists, especially on Lakeshore Drive. The goal is to
distribute the newsletter by March 1st. Target date for people to get articles to Al Lyon is February 1st, 2011.
B. Summer Social Date and Committee. The Summer Social date will be Saturday, July 23, 2011 at Saugatuck Yacht Club. The Summer Social Committee consists of Pat Woods, Jay Hernly, John Blair and Al Lyon. Pat Woods will chair the committee.
C. Saugatuck Dunes Coastal Alliance. Sheldon Wettack brought Board members up to date concerning some issues of interest, including meetings of the Tri-Community planning commission regarding revisions and updates to the Tri-Community Plan.
D. Saugatuck Township Planning Commission. Joe Milauckas discussed recent zoning and planning developments. The Saugatuck Township planning commission has approved amendments to the text of the township zoning ordinance allowing boatslips and docks in the R-4 zoning district, subject to certain restrictions.
E. Saugatuck Harbor Committee. Joe Milauckas brought Board members up to date regarding the possibility of establishing a port authority for Lake Kalamazoo and other issues that have been addressed by the Harbor Committee which involves the City of Saugatuck, City of Douglas, and Saugatuck Township. He discussed the interest of R.J. Peterson in promoting the redirection/diversion of sediment in Lake Kalamazoo by construction of a seawall and a U of M study which indicated that seawall construction would result in pushing sediment downstream.
F. International Great Lakes Study. Joe Milauckas reviewed briefly the status of the International Upper Great Lakes Study.
G. Annual Meeting. The annual meeting is tentatively set for Saturday, August 6, 2011 at the Douglas Community Hall. This committee will consist of Steve McKown, Joe Milauckas, Dennis Dreyer and Sheldon Wettack. The membership annual meeting will be begin at approximately 9:15 A.M., with public session to follow at approximately 10:00 A.M. Steve McKown will contact the City Clerk.
H. Next Meeting. The next meeting is scheduled for April 16, 2011 at Jay Hernly’s residence.
