                                                                                    Minutes

                                                                                     

                                                                                    Present:  SheldonWettack, Al Lyon, Mary Kay Baker, Pat Woods, Steve McKown, John Blair, Arlene Philp, Dennis Dreyer, Vince Beckman, Joe Milauckus

                                                                                    Excused: Jay Hernly, Mike Flynn

                                                                                    The meeting was called to order by President Sheldon Wettack at 7:15 p.m.  Secretary Mary Kay Baker called the roll. 

                                                                                    Minutes:

                                                                                    The minutes of the 2009 Annual Meeting were reviewed by President Sheldon Wettack and approved by voice vote.

                                                                                    Treasurer’s Report:

                                                                                    Arlene Philp gave the Treasurer’s Report dated August 5, 2010.  Forty seven members paid their dues via the website’s PayPal feature.  The other members paid by check.  The cash on hand as of August 5, 2010 is $3,358.42.  The Treasurer’s Report was approved by voice vote.

                                                                                    2010 Summer Social Review:

                                                                                    Pat woods provided a report regarding the 2010 Summer Social.  The general comments were that it was a fun and successful party.  The location at the Saugatuck Yacht Club was excellent and the auction had the second highest proceeds ever.  Pat thanked our twelve business contributors:  Big Blue H2O Computer Service, Center Stage Salon, Cookies on Call, Demonds Super Valu, Homebodies, Kalico Kitchen, James Brandess Gallery, Macatawa Bank, Salt of the Earth, Sherwood Forest B & B, the Ravines Golf Club and Van Til’s Greenhouse.  An accounting of the Social was provided showing gross income of $2,748.29, including $1003 in auction proceeds to be given to Christian Neighbors and $54 collected for Glenda Crispell.  Mary Kay Baker will check with the Treasurer of the Saugatuck Yacht Club about getting our $150 rental deposit back.  Thanks to the many volunteers that helped make this a wonderful event!

                                                                                    Saugatuck Harbor Report:

                                                                                    Joe Milauckas informed members that he is one of nine members on the Saugatuck Harbor Committee.  There are three representatives from each of the three communities – Saugatuck Township, the City of Saugatuck and the City of the Village of Douglas.  The committee has had several meeting with various political people looking for funding for dredging, but there is little funding available.  They are analyzing the benefits of forming a Harbor Authority which would have the overall authority to oversee the harbor and the ability to levy taxes or assessments as a means to raise funding.  This is a complex organization and there is only one Harbor Authority in the state, which is in Detroit.  The committee has not met since the oil spill and are hoping the oil stays upstream. 

                                                                                    Lake Michigan Level and Other Great Lakes Matters:

                                                                                    Joe Milauckas reported that Lake Michigan is six inches lower than last July, but thirteen inches below the long term average for the month of July.  The short term forecast for August through September is that the lake levels will remain constant due to all the rain in June and July.  Typically the lake levels fall during these two months.

                                                                                    Joe Milauckas reported that the International Upper Great Lakes Study is taking place.  The first phase looked at the St. Clair River and studied if dredging there allowed the water to leave faster than it should have.  The study concluded not to block the river to force the water levels to increase.  They did reserve the ability to re-examine it in the second phase.  In the second phase the Study is looking at Lake Superior and the locks to see if they can better manage the locks to balance the lake levels between Lake Superior, Lake Huron and Lake Michigan. Forecast is for 2012 for a report to come out on Phase 2 recommendations. 

                                                                                    Members Comments/ Q. & A’s:

                                                                                    Excessive fireworks.  Many members raised concerns about fireworks being launched from the beach throughout the summer.  Some members reported they have called the police, who are willing to go out and stop the fireworks.  There is a concern that renters are shooting off the fireworks and it is not posted in the cottages that fireworks are not permitted. President Sheldon Wettack agreed to inquire of Douglas on behalf of our membership and ask them to enforce the fireworks ordinances.  He will also write a letter to our members encouraging them to post in their cottages what is prohibited and what is allowed in regards to fireworks. There is a process to secure a permit to do fireworks.  Contact your local jurisdiction.  The permit is issued by the fire marshal and you most prove you have pyrotechnic expertise and insurance.

                                                                                    Easements and deeded access:  How can it be verified who has deeded access to a beach and who is responsible for cleaning up the trash left behind?  President Sheldon Wettack will check into this question.

                                                                                    Excessive garbage:  The concern was raised that renters and some homeowners are leaving garbage out by the street in plastic bags and open containers, days before the garbage is scheduled to be collected.  This allows the animals to get into the garbage and spread it across the road.  This is another issue to remind our membership and the rental companies about.

                                                                                    Summary:  The DLSA website will be updated to include ordinances about fireworks, cleaning up shared easements and quiet time hours in the evening.  President Sheldon Wettack will also contact the local home rental companies to remind them of these policies and to ask them to post this information in the homes.  

                                                                                    Joggers, walkers and bicyclists:  Concerns were voiced about the safety of all the walkers, joggers and bicyclists along Lake Shore Drive.  Joggers and walkers are to walk facing traffic in areas without sidewalks.  Bicyclists are to ride with traffic.  It was suggested that we ask for signs to be posted along Lake Shore Drive with this information.

                                                                                    Election of Four Trustees

                                                                                    Joe Milauckas reported that the nominating committee approved a slate of Pat Woods, John Blair, Mike Flynn and Steve McKown, all of whom are currently board members.  On motion made, the members of the Association present approved the election of Pat Woods, John Blair, Mike Flynn and Steve McKown to new three year terms as trustees.

                                                                                    On motion made and support, the membership voted to adjourn the annual meeting.

                                                                                    **  Following the annual meeting DLSA Trustee Steve McKown (Attorney) discussed issues of interest to lakeshore property owners concerning Michigan Real Estate Taxation Laws.  State Representative Bob Genetski discussed windmill legislation, including their use along the shores of Lake Michigan. He also fielded questions from the audience.
