                                                                                    DOUGLAS LAKE SHORE ASSOCIATION ANNUAL MEETING
                                                                                    August 6, 2011


                                                                                    Present:  Sheldon Wettack, Al Lyon, Mary Kay Baker, Pat Woods, Steve McKown, Arlene Philp, Dennis Dreyer, VinceBeckman, Joe Milauckus, Mike Flynn

                                                                                    Excused:  Jay Hernly, John Blair

                                                                                    The meeting was called to order by President Sheldon Wettack at 9:07 a.m. 

                                                                                     

                                                                                    Minutes.

                                                                                    The minutes from the 2010 Annual Meeting were unanimously approved as submitted. 

                                                                                    Treasurer’s Report.

                                                                                    Arlene Philp reviewed the Treasurer’s Report dated August 6, 2011.  The cash on hand as of August 6, 2011 is $4,092.70, about $700 ahead of last year.  The Treasurer’s Report was approved unanimously.

                                                                                    2011 Summer Social Review. 

                                                                                    Pat Woods provided and reviewed the detailed report on the Summer Social.  The Saugatuck Yacht Club continues to be a great location to hold the party.  The auction’s net proceeds of $1,000 were given to the Save the Root Beer Barrel Project.  Chip Christy performed and games were provided for the children.  Pat thanked the committee and board members for all their efforts.  The net cost of the social was $1,384.52 which is the lowest cost for the social since it began. 

                                                                                                           

                                                                                    Open Discussion about future Socials. 

                                                                                    ·         The ticket price of the dinner was raised from $15 to $20 which meant the net cost was about $1,000 less than last year.

                                                                                    ·         About $13 of each paid dues membership goes towards offsetting the costs of the social.

                                                                                    ·         25 families were represented.  Goal is to continue to increase this number.

                                                                                    ·         The social used to be the third week of June.

                                                                                    ·         Having two dates (for the Annual Meeting and the Social) might be asking a lot of our members – especially those that do not live here year round.  Should we combine the events and pick one date to have the Annual Meeting and the dinner?

                                                                                    ·         Another suggestion was to pick one date – i/e the fourth Saturday in July – and stick to it each year.

                                                                                    ·         There is a lot of competition for the members’ time – several large fundraisers in the community during the summer and Fritz Royce always has his huge beach party (all DLSA members are invited to this).

                                                                                    ·         Have a cocktail party only – no dinner.  Would need to make sure activities are planned for the children so they could attend.

                                                                                    ·         Have the business meeting in late June and have the social in August.

                                                                                    ·         The Board will consider the suggestions to determine next year’s schedule.

                                                                                                           

                                                                                    Saugatuck Harbor Committee.  

                                                                                    Joe Milaukus reported that they are working with an attorney to create an organization to manage the harbor’s activities.  It will either be a harbor commission or harbor authority.  This is now between Saugatuck and Douglas as Saugatuck Township did not give any money towards the costs so the Township will not have any representation.  Edgewater Resources has been hired to do a scientific review of the dredging proposal. 

                                                                                    Upper Great Lakes Study.

                                                                                    Joe Milaukus reported that while there are things you can do in the St. Clair River to raise the lake levels in Huron and Michigan the study has concluded not to do this at this time.  This study will be concluding this fall and the recommendations will be made next March.  Folks can go online and read about this at: www.IUGLS.ORG. 

                                                                                    Member Comments and Questions.

                                                                                    ·         Was a cottage inheritance act passed?  This is being proposed but has not been passed.  Currently the property value is uncapped when one generation dies or passes it on to the next generation.  The new act would freeze the uncapping when the property transfers.  This is in the state of Michigan (not the federal level).  Every proposal means reduced state income.  Would mostly effect lakeshore cottages or homes that had been stable with one owner for a long time.  This could be a huge development.  Steve McKown said the he will make sure if anything passes it will be posted on our website.

                                                                                    ·         Donna Leonard and Mary Kay Baker reported that they saw a fish that could possibly be a Silver Asian Carp in the lake. 

                                                                                    ·         Where are others allowed to walk on a property owner’s beach:  the ordinary high water mark, near the wave action.  You can’t put down your blanket.  Some people have had folks put their lawn chairs in the water.  There is further information on the DLSA website about this.

                                                                                    Election of Four Trustees

                                                                                    Pat Woods reported that the nominating committee of Arlene Philp, Steve McKown and Pat Woods proposed the following people serve as trustees for a three year term:  Sheldon Wettack, Mary Kay Baker, Vince Beckman and Dottie Lyon.  The motion passed unanimously.  Special thanks was given to Al Lyon who has retired from the board.  He served for 16 years, including two as secretary and five as president. 

                                                                                    The business meeting adjourned at 10:00 a.m.

                                                                                    Following the meeting, Patty Birkholtz, the new Director of the Michigan Office of the Great Lakes presented on invasive species (to land and water).
